First and foremost, get a copy of the book "The Klingon Dictionary" (aka "TKD"). It contains all the grammar and instructions you will need. Price-wise, used bookstores are best. If you can't find one at a local bookstore, you can order one online here.

For learning purposes I would recommend you get the "2nd edition" (the trade paperback sized one printed 1992 or after) if you can. It contains more words than the original 1985 version with the textured Bird of Prey on the cover.

Then have a look at the Starting to Learn Klingon - FAQ/Beginners Guide. It outlines other learning resources. (Moderator's note: this thread was lost in The Crash and is no longer with us.)

The thread how long did it take to learn tlhIngan? suggests learning strategies.

Qapla'! (wishing you "Success!")

Richard the Sound Guy: "And the next person to lecture me about canon risks getting shot out of one! Right, gaffers?"
Gaffers make appreciative and supportive remarks in the form of bad imitations of primate calls from the direction of the lighting grids.
