When I clicked on the above, I got a picture of a bit of neat embroidery. I will now translate.

Seriously, though, this really doesn't say anything, AFAIK. These symbols were probably chosen for their appearance, just like the pIqaD on the shows.

I'm not sure I understand the first question, but the second I will happily answer:

Many, many moons ago, the KLI was faxed a sheet of 26 symbols with sound mappings indicated by "someone who worked at Paramount". They just happened to fit perfectly with {tlhIngan Hol} sounds.

I can list "reads pIqaD" among my many useless skills. }}: )

In the pic, the first symbol is used for the {l} sound in {tlhIngan Hol}, as in the beginning of such words as {lom} "corpse" {legh} "to see" and {lIt} "to climb up onto (something)". The second is used for the consonant {n}, as in {not} "never" and {nI'} "to be long (in duration)". The third was {r}, as in {roD} "normally, usually", and the fourth was {v} as in {vem} "to wake up, to cease sleeping".

Let me know if this wasn't your question, and I'll try again. }}: )

I suspect the characters meant something to the one who emboidered and/or wears them. They may be someone's initials, or an acromym, or a bit of code, or the symbol of a given organization/order/secret society...  They appear to be embroidered on a baseball cap, which suggests to me that they represents a team or a business, and are probably initials that stand for something.

The embroidery is on the back of a hat I bought at one of the
Star Trek shops by Quark's Bar at the Las Vegas Hilton.
My guess is that the embroidery should have read LVNV
to represent Las Vegas, Nevada,
and that maybe somebody screwed up by using LNRV

on the other hand:

ngabwI's explanation could be interperted as:
"Never Dead - Always Awake" or "Never Boring - Always Lively"
or perhaps something very similar to that,
and that would seem to make a lot of sense seeing as how
it pertains to Las Vegas.

The Star Trek attractions at the Vegas Hilton are well worth the visit.
They have two attractions.
The Klingon Encounter where you are accidentally beamed into the future
into Next Generation time. You get to walk around some Enterprise D corridors, winding up on the Bridge. Then a shuttle ride with Geordie LaForge piloting.
The Borg 4D Invasion was also well done. It's a live action plus
3D theatre experience. It takes place on board the Space Station Copernicus.
And then there's all the history and props they have on display.
We (my wife and I) went for Halloween this year.
We didn't dress Trek, but we wet to the Halloween party at Quarks'
I gotta tell ya...even though its blue...the "Romulan Ale" they serve there
is actually very good. I think its made by Warsteiner.
We had an absloute blast. We plan on doing it again sometime.
