4.4 TKD States that adjectivesare used as verbs. Does that mean to describe something via adjectives, there must be multiple sentences? In other words, to say "The red man walks", you would have to say, in tlhIngan Hol, something that translates as "The man is red. He walks." Please clear this up for me.

[The] red man [he] walks => loD Doq yIt  (man, red, walk)
I see [the] red man walking => loD Doq yIt vIlegh  ([The] man, red, walk I see him)

so yes, I guess you do say

k'mtal asks for "The red man walks.", not "I see the red man walking."

Thus I think {loD Doq yIt} ---> "(The) man (who is) red walks" is closer to the intended meaning.

I stand to be corrected by more experienced speakers.

When verbs of quality (verbs that mean "to be (something)") are used adjectivially, they follow the noun they modify.

{loD tIn} "big man"
{loD} n "man"
{tIn} v "to be big, large"

In this case, the verb of quality is {Doq} "to be red, orange,etc", so "Red man", as was gathered by kmtal, is, indeed, {loD Doq}
But, what all the posters have missed so far is that Klingon is an OVS language. The subject (the noun executing the action) must come last in the sentence"
{yIt loD Doq} "The red man walks"
{loD Doq yIt} means "He walks the red man"

As for the original idea that this is actually two sentences, AFAIK, there has been nothing presented to us to suggest this is the case, and it certainly doesn't "feel" that way.
