Is it "Hail the Klingon Empire" as in "Salute, pay homage to, the Klingon Empire"?

qurgh gave you "Send a message to the Klingon Empire!" as in "Hail that ship!"

If it's used in the same sense as "Long live the King", not really an imperative, but more as an exclamation of loyalty, you are probably looking for
 
 {reH tlhIngan wo' taHjaj} (as a toast)
or
{reH taHjaj tlhIngan wo'} (as a statement of a wish).

These both mean "May the Klingon Empire continue forever"
The first one is used only as a toast (you have the mug in your hand, and are about to knock it back.)

The second one is used as a statement of a wish, as in
{ghIchlIj DaSay'moHmeH nItlhlIj Dalo' 'e' Damevjaj}
"I wish you would stop picking your nose" or
"May you stop picking your nose"
