Can anyone help by translating the passage below.  It is for the 7stanes (www.7stanes.gov.uk) which is a high profile FES project including miles of new mountain bike trails across southern Scotland. Work is near completion and now 7 stone sculptures are being designed to go at each of the 7 forests. The artists are also writing a story which includes a 'quest' readers can solve by going to each location.

They are going to put Klingon text on a large rock which looks like a meteorite which landed in the forest in Glentress.
Obviously they want this translation to be right and thus need someone who is familiar with the klingon language to translate it.

I would be very grateful to anyone who can help.  I think they will want to use Klingon characters - can you point me to an alphabet.

Here is the text they want to use:

Due to bad management by its current inhabitants.

The Klingon Empire claim the right to take this planet for the benefit of the greater universe.

This rock is an official legally binding claim marker.

We will be arriving soon, your future is assured.

Many thanks

I've been discussing this request with other Klingon speakers, and I'm trying to work towards a consensus. Some of the concepts are not easy to translate.

Thanks.  I will be very grateful if you can come up with something.

I was impressed that the people working on this project respected Star Trek fans and wanted to inscribe the text as accurately as possible. Of course they may not want to risk upsetting Klingons.

There have been several contributors to this translation. It's the best so far:

            yuQvam luvu'Ha'mo' nganpu',
Because the inhabitants have mismanaged this planet,

            'u' HochvaD DoQ tlhIngan wo'.
the Klingon Empire claims it for the whole Universe.

            per mub 'oS naghvam.
This rock represents a legal "marker".

            tugh mapaw,
                        We will be arriving soon,

            Sanraj wuqlu'pu'.
                        Your fate has been decided.

Thanks to all involved - it is much appreciated.

I prefer the rephrasing - it definately reads more Klingon.

I forwarded it on to the artist and he is delighted.
