I'm not sure Klingons understand the concept of love. I would guess - qaparHa' (I don't dislike you), or maybe qamuSHa' (I don't hate you). They do have a word for loved one (lover?), so perhaps bangwI' Soh (you are my loved one)?

The -Ha' suffix differs from -be' not. It carries the idea of undo or do wrongly. So qamuSHa' would be closer to I un-hate you, which is a lot stronger than I don't hate you.

The idea of "love" in English can mean many things. To say "I love you" in Klingon, you need to be specific.
